Club Rules
All Divers must:
1.
Be a paid up club member in good standing.
2.
Have their valid “C” card on record with the club.
3.
Ensure that they are fit to dive and will consult with their physician
before diving if they have any concerns.
4.
Ensure their dive equipment is in good working condition. It
should be serviced regularly.
5.
Have and use the following equipment: octopus, depth guage,
pressure guage and BC. (Note: a BC must be worn even while
diving with a dry suit.)
6.
Each buddy pair shall have a timing device although it is
recommended that each diver have their own timing device.
7.
On entering the water and surfacing after a dive, give an OK signal.
Any other signal or no signal will be treated as a distress signal. If
no acknowledgement is received from the Divemaster, keep watch
for a signal and then reply OK.
8.
Plan to be around the ascent/descent line with at least 1000 psi or
higher, whichever will allow you to surface with a minimum of 500
psi or at the Divemasters’ discretion.
9.
All divers must do a mandatory 3 minute minimum safety stop at
15 feet.
10.
Limit all dives to 60 minutes or less even if N.D.L. allows more time.
Shore dives may be extended at the divemasters discretion.
11.
Notify the divemaster of any physical symptoms after the dive if
they occur.
12.
All Divers will:
Attend the pre-dive briefing.
Notify the Divemaster of their starting air pressure and
amount of weight.
Have a pre-dive safety check done by the divemaster
Be logged in and out of the water.
Notify the Divemaster of their end air pressure and their
maximum depth.
In Addition
1.
All divers must dive with a buddy.
2.
Divemasters will recommend buddy pairs according to the difficulty
of the dive and the divers’ experience.
3.
No ALCOHOL will be consumed prior to or between dives.
4.
All divers participating in club sanctioned dives will dive using
compressed air in approved cylinders or Nitrox according to the
rules for Nitrox Diving listed below.
5.
The divemaster may set the dive profile when necessary.
6.
It is STRONGLY recommended that a member that signs up on a
club boat charter should hold Advanced Certification or higher.
7.
No bitching, whining or complaining.
8.
ALL DIVEMASTER’S DECISIONS ARE FINAL
Computer Diving
1.
The Divemasters’ decision is final. See club rule # 19.
2.
Divers must stay a minimum of 5 minutes away from the no-
decompression limit (NDL) at all times.
3.
Divers must still surface with a minimum of 500 psi or at the
divemasters’ discretion.
4.
Divers must not go into decompression mode on the computer
even if dive tables allow a longer bottom time.
5.
If a computer fails during a dive, it is recommended that the buddy
pair begin surfacing immediately, make a safety stop at 15 feet for 3
minutes and not dive for a period of 12 hours. The 12 hour
restriction does not apply if the elapsed bottom time has not
exceeded the N.D.L. for the depth indicated.
6.
Divers must continue to dive with the same computer until it
indicates that the diver is clean.
7.
A buddy pair using one computer shall ensure that the buddy with
the computer is at all times “deeper” than the other buddy without
the computer.
8.
Buddy pairs will dive to the most conservative computer if each
buddy has their own computer.
Nitrox Diving.
All divers using Nitrox will:
1.
Be able to show proof of Nitrox certification if requested by the
divemaster.
2.
Use Nitrox only in clearly identified approved cylinders.
3.
Only dive with a 32% maximum Nitrox mixture.
4.
Analyse Nitrox percentage in tank within one week before using.
5.
Notify the divemaster and sign the dive log sheet before the dive
to verify the percentage of Nitrox in the tank to be used on the
dive.
6.
Dive to AIR TABLES when partnered with a diver using air.
7.
A BUDDY PAIR USING THE SAME PERCENTAGE OF NITROX MAY
USE NITROX TABLES AT THE DISCRETION OF THE DIVEMASTER.
8.
Will notify the divemaster that they plan to use Nitrox tables.
9.
ALL DIVES WILL BE NO LONGER THAN 60 MINUTES
REGARDLESS OF THE EXTRA N.D.L. Shore dives may be longer
at the discretion of the divemaster.
Club Constitution
CANADIAN SPORT DIVERS CLUB
CONSTITUTION Bylaw No. 2
(Amended 2018)
1.
TITLE.
The organization is to be known as the “Canadian Sport Divers Inc and shall hereinafter
be known as “the Club.”
2.
PRINCIPLES.
a.
The Club shall be democratic, non-sectarian and non-political.
b.
It shall bring about and foster a spirit of community and comradeship among skin
divers and scuba divers.
c.
It shall acquire and hold property such as equipment and trophies purchased or
donated for the good and welfare of the Club.
d.
It shall operate independently of any policy or influence from manufacturers,
dealers or others who might bias the operation of the Club.
3.
MEMBERSHIP.
a.
Full membership may be taken out by all certified divers.
b.
Associated (or non-diving membership) may be available to any person wishing the
use of Club facilities or services.
c.
Family memberships may be made available to two or more persons of the
immediate family living at the same address.
d.
Honorary or complimentary membership may be awarded to any person who has
rendered distinguished service to the Club.
e.
Any member may withdraw from the Club by submitting his notice of withdrawal in
writing to any member of the executive committee.
NOTE: IN ALL CASES, MEMBERSHIP SHALL BE OFFERED AND CONTINUED AT THE
DISCRETION OF THE EXECUTIVE COMMITTEE.
4.
PROCEDURES AND RULES.
a.
All membership fees shall be paid annually from the first of January. New members
fees shall be due and paid by the third attendance at the Club meetings. Unpaid
dues after the first of April of the current year shall result in cancellation of the
membership.
b.
The annual fee paid by each member of the Club shall include membership in the
Ontario Underwater Council (OUC) and associated insurance coverages.
Membership dues to the OUC shall be remitted in a timely manner and as deemed
necessary by the Club Treasurer.
c.
The Executive Committee shall have the right to suspend or expel a member from
the Club for infractions of Club Rules or Regulations. If a member is suspended or
expelled from the Club, he or she shall not be entitled to receive back their
subscription or any part thereof. The member concerned shall have the right to
attend any Executive Meeting where his or her case is being discussed.
5.
OFFICERS AND THEIR DUTIES.
a.
At the Club’s Annual General Meeting (AGM) each November, the following may be
elected and will form the Executive Committee: President, Vice-President,
Secretary, Treasurer and Activity Director. All members of the Executive Committee
shall be paid-up members in good standing. The term for all positions shall be two
years; however, the incumbent may choose to stand for re-election. The Past
President shall serve one term only; therefore, if the President is elected to a
second 2-year term, there will be no Past President during that second 2-year term.
To provide for continuity within the Executive Committee, the President and Vice
President shall normally be elected during odd-numbered years and all others shall
normally be elected during even-numbered years.
b.
The President shall:
▪
Preside over all meetings and act as Chairman.
▪
Exercise control over all officers and business of the Club.
▪
Call meetings of the Executive Committee.
▪
Chair the AGM.
▪
Transact such other business as may by custom apply to this office.
c.
The Vice-President shall:
▪
In the absence or disability of the President, exercise all powers vested
in the President.
▪
Share in the President's duties.
d.
The Secretary shall:
▪
In the absence or disability of the President and Vice-President,
exercise all powers vested in the President.
▪
Keep a true record of the proceedings of all General and Executive
Meetings and ensure that all members of the Club have full access to
these records.
▪
Conduct general correspondence.
▪
Carry out other duties as directed by the Executive Committee.
e.
The Treasurer shall:
▪
In the absence or disability of the President, Vice President, and
Secretary, exercise all powers vested in them.
▪
Keep just and true accounts of all monies received and paid out by the
Club.
▪
Submit a true financial report of recent expenditures and receipts at
each AGM and as often as the Executive Committee requires.
▪
Pay by cheque, signed by any two signing authorities (Club Executives
whose signatures are registered at the bank), all monies payable by
the Club. No cheque, under any circumstances, shall be signed in
blank.
f.
The Activity Director shall:
▪
In the absence or disability of the President, Vice-president, Secretary
and Treasurer, exercise all powers vested in them.
▪
Make arrangements for all excursions taking place under the Club
name.
g.
The Past President shall:
▪
Act in an advisory position to the executive.
▪
Have all the rights and privileges of an executive member.
h.
The Executive Committee shall:
▪
Maintain an up-to-date file containing a detailed listing of any capital
assets an inventory belonging to the club.
▪
Appoint the Divemasters for all diving related events from qualified
Club members available. The authority of the Divemasters shall not
be challenged by any persons participating in the event, and the
Divemasters’ decisions shall be final.
▪
Make decisions concerning Club problems at Official Executive
Committee Meetings by a majority vote amongst executive members
present.
6. ANNUAL GENERAL MEETING
a.
The Annual General Meeting shall be held in November of each year. Officers
elected will take office at the first Executive Committee Meeting following the
Annual General Meeting. This meeting shall be called at the discretion of the
President.
b.
Notification of the Annual General Meeting shall be sent to all paid-up members in
good standing at least two weeks prior to the date of the meeting, listing the
executive positions which will need to be filled for the subsequent year
c.
Nominations will be accepted from the floor of the meeting.
d.
The vote taken at the meeting shall be secret if requested by any member and
seconded by another.
e.
At the Annual General Meeting, Executive members may present their reports for
the previous year.
f.
A committee of three members in good standing shall be appointed once every
twelve months to audit the accounts of the Club. (This audit should be completed
prior to the Annual General Meeting and a report presented by the Treasurer at the
Annual General Meeting.)
g.
In the event of a vacancy occurring in the Executive Committee prior to the date for
the Annual General Meeting the Executive Committee is empowered to appoint a
replacement for the office affected for the balance of the term.
7.
AMMENDMENTS TO THE CONSTITUTION:
The President shall propose to the membership an amendment to the constitution which
has been presented at least two weeks prior to the Annual General Meeting by a fully paid-
up member in good standing and seconded by another. The motion shall be carried only if
75% of the membership present at the meeting (or present by proxy) vote in favour.
8. GENERAL:
a) The Club name or logo shall not be used by members in conjunction with advertising,
personal or commercial, unless approved by the Executive Committee.
b) Members shall not enter into, in the name of the Club, or involve the Club in any
commercial transaction or financial responsibility without specific approval of the
Executive Committee.
c) Decisions concerning Club problems will be made at Official Executive Committee
Meetings by a majority vote amongst executive members present.
d) The business for which an Executive or General Meeting is called must be discussed
and concluded before any other business may be introduced.
e) Each member in good standing and in attendance shall represent one vote.
f) A proxy form will be sent out with each notice of the Annual General Meeting to enable
members unable to attend the meeting to assign their vote to another member in good
standing.
g) The Executive Committee shall be responsible for maintaining an up-to-date file
containing a detailed listing of any capital assets and inventory belonging to the club.
h) A qualified diver who is not a club member may dive with the club on a charter , once
annually, providing that the diver is a member of the Ontario Underwater Council, either
by having previously paid for OUC membership elsewhere or by paying the fee along
with the charter fee to the club treasurer. In all cases the non-club member will take
second priority to club members and may be displaced on the list by a club member up
to 24 hours before a local charter or up to 72 hours before a charter that requires
Customs clearance (USA.)
